Summary
Remote repping plays a big part in Eve PVP. There exists however a problem with the remote repping mechanics when combat is situated near gates and stations.
The core of the problem is that while ships that take aggressive action are denied docking or jumping rights for 60 seconds, ships that repair them do not get this penalty. A ship that repairs an aggressed ship (ship A) will receive an aggression flag and will be a valid target for pilots being shot by ship A. But because of the lack of a docking/jumping timer the repair ship will be able to dock immediately when it is in danger, despite making a considerable contribution to the fight by repairing ship A.
The near total lack of risk to the repair ship creates a really unbalanced combat situation, as the repairship never has to commit to a fight.

Solution
The proposed solution is a simple one: when a ship repairs a player who is aggressed and cannot dock/jump, they receive a 1 minute docking/jumping restriction (regardless of the remaining timer on the repair target). This forces a repair ship to commit to the fight.
