Summary

Remote repping plays a big part in Eve PVP. There exists however a problem with the remote repping mechanics when combat is situated near gates and stations.

The core of the problem is that while ships that take aggressive action are denied docking or jumping rights for 60 seconds, ships that repair them do not get this penalty. A ship that repairs an aggressed ship (ship A) will receive an aggression flag and will be a valid target for pilots being shot by ship A. But because of the lack of a docking/jumping timer the repair ship will be able to dock immediately when it is in danger, despite making a considerable contribution to the fight by repairing ship A.

The near total lack of risk to the repair ship creates a really unbalanced combat situation, as the repairship never has to commit to a fight.

  2. I start shooting the ship ... all of a sudden his ALT (who is hugging a station -or- a warp gate) starts remote repping him
  3. His alt is now aggressed to me ... leaving me the option to shoot the original target -or- shoot the remote repper.
  4. So if I shoot the remote repper ... he is allowed to dock up or jump through the gate anytime he feels comfortable ... He doesn't have to wait the NORMAL 1 minute de-aggro to do so. In which I could probably kill him during that de-aggro time and punish him for sticking his nose in our war.
  5. If I ignore the repper ... i'm fighting a losing battle against a ship i can normally take."


Solution

The proposed solution is a simple one: when a ship repairs (or otherwise assists, for example energy transfer or remote ECCM) a player who is aggressed and cannot dock/jump, they receive a docking/jumping restriction similar to the regular aggression timer (regardless of the remaining timer on the repair target, as long as the timer hasnt expired completely). This forces a repair ship to commit to the fight.

In essence we're redefining an "aggression act" (as far as jumping/docking is concerned) to include "assisting someone with an agression timer". That's it. Same penalties as shooting someone. No more, no less.
