Killing the Commander Frigate or destroying the Angel Control Center (uncertain which) may trigger an escalation to Chasing the Dragon.
Make sure to destroy the angel control center even if the commander does not spawn. I did this site today, the commander did not spawn, yet after I blew up the control center I got an escalation.
