Go to Harkan's manor and place him under arrest. Be careful on this. Harkan has certainly already learned about the Rahsa trap. He is a skilled military commander and will most likely not go down without a fight.

Harkan's Manor sits about 37km away from warp-in. When you get about 30km away, the manor explodes and the mission completes. No shots need to be fired.
