A war declaration (war dec) is a formal state of war between two player corporations or alliances. When corporations or alliances are at war they become legal targets for eachother in all security levels of [[Empire_Space|empire space]]. [[NPC_Corporations|NPC corporations]] cannot be war decced by a player organisation.
