For those who want to force the launcher to start and are asking "WHAT shortcut?!", I found mine inside the Eve installation directory. This shortcut points to "\EVE\launcher\launcher.exe /forcelauncher"
Prefix with applicable installation location. eg: C:\Games\EVE\launcher\launcher.exe /forcelauncher
I am uncertain if this shortcut is created by default. If it is, this info should probably go into the main article.
