Summary
A while ago a nerf was applied to capital ships such that any ships held in their Ship Maintenance bay (SMB) were now unable to hold cargo other than charges (which included probes), eg no fuel (ozone) or replacement modules (ie ship maintenance!) Given the use of capitals as mobile forward posts and other nerfs to carrying ability (mineral compression, etc) then it is time to revisit this restriction on the ships in the SMB. This also affects anchored Ship Maintenance Arrays at a starbase which, given they aren't going to be moving, is also illogical.
The original nerf was because these ships were being used for an unintended purpose, however now that Jump Freighters and Rorquals are easily available this justification for this nerf should be revisited to decide whether it can be removed or revised.
