Summary

CCP's ship balancing is usually an all-or-nothing affair with massive boosts/nerfs being implemented once a blue moon. there are ships and modules that have been useless for years while other ships have been known to be overpowered for a long time before they are nerfed.

Potential Solution

Make ship balancing something that happens more often. Instead of gigantic changes made once in a long time they should make the changes in smaller increments, and rely more on player feedback on Singularity. Also put more emphasis on boosting or re-purposing things that are considered worthless.

There should be more reliance on trial-and-error in ship changes, since testing things on singularity is not particularly risky.
