Cynosural Navigation

Allows the anchoring of Cynosural Generator Arrays in the system in which it is installed. Requires a strategic index of level 2 in order to install. Logistics are often made more difficult because this upgrade can only be transported in a regular freighter, being too large to fit in a Jump Freighter.
