Summary
CCP has acknowledged since Fanfest 2008 that Factional Warfare was released in an incomplete state. Now, approaching 2 years since Empyrean Age was launched, FW is still in a broken and unfinished state. CCP has attempted to make minor changes to the game mechanics (improving rewards for kills and missions) but failed miserably in both cases, with the former being bugged and non-functional and the latter being introduced in a state which allowed significant exploiting and currently removed from the game as well.
Core game mechanics related to FW are still incomplete, most prominently the manner in which systems are captured, and the rewards and consequences for this.
Alliances are also still not allowed to join FW, despite CCP promising to introduce this in Empyrean Age 1.2, Quantum Rise, Q1 2009, and "Right after Apocrypha", and this being one of the first requests ever by the CSM.
When will there be a major FW overhaul and when will all the missing features be implemented, or will FW remain in this broken state forever and die out just like the COSMOS missions and so many of the overhyped expansion features which never receive any dev attention after release?

- CCP should assign a scrum team to FW permanently
- Commit to improving FW mechanics as part of a future expansion
- Give some clear time indication when players can expect fixes
- Communicate more often with the FW community
