I tried to do this mission in a fast frigate, but without luck. Even with a speed of 1300m/s I got shoot down.
Later I managed to get close to the brothel by cloaking, and when I got the "encrypted transmission" and flew 10 jumps back, I found out, that I actually had to kill the rats.
So you can't blitz this mission. Kill them, grab the item, get out.
