Is there a good offline browser for viewing all certificates available and what they requirer to be obtained?
Add certs to evelopedia
All this is is a general overview. Any way to make full list, much like skills or items database? Then cross link with skills required and ship recommendations.

EveMON has a useful "certificates" page which nicely links to its skills pages and can create a training plan. Sweet! --Jitabug Jane 16:34, 7 January 2010 (UTC)
