Salvage Drone Operation was originally available through a low level quest, however salvage drones themselves were never introduced to the game, so the skillbook no longer drops.
Because of this, the book itself has became extremely rare and valuable, players paying billions of isk to obtain, external character profiling sites show that the top-ranked drone skilled pilots in EVE have trained this skill to V, this way making it impossible to get beaten in the list of the highest skilled drone users by players who does not own this skill. However this skill does not support anything in gameplay and so is completely useless except from just saying "Hey i have trained this useless skill.".
