There are many types of radar sites belonging to the Serpentis Corporation, this is one of the larger ones. This site contains 4 info shards which can be hacked useing a codebreaker module.
Be warned though that failing to access or approaching containers will cause serpentis ships to spawn and attack you. These ships are frigate and destroyer class vessels.
