Arek’Jaalan Analysis
Plenary is a term dating back to old Amarr, just how far back in the Empire's history is uncertain. It means completeness, and was used in an ecuminical capacity to relate to the entire body of the clergy. A similar term that evolved with it, was Plenary Indulgence, in which abstaination of sin deserved to be rewarded by excess. This term meant to pacify through indulgence. It is a heretical term in Amarr today. How this idea relates to advanced wiring is a mystery. Though, it could be part of a communications system linkage, or a control system meant to be all encompassing, we may never know.
