Summary
With the introduction of T2 and especially since the Factional warfare expansion and the introduction of 2nd tier Navy cruisers and the rebalance of existing ones the Faction ships produced by the Pirate Factions have fallen into disuse. Certainly amongst the Frigate and Cruiser sized vessels they are let down by poor slot layouts, anaemic power grids and CPUs. With the exception of Sansha vessels which recently saw a rebalance these ships are viewed as collectors items at best.
Solution
At the very least CCP examines the roles and stats of the Pirate Faction Frigates and Cruisers. Considering the difficulty experienced in obtaining these ships and their rarity it would not cause too much of an imbalance.
