Arek’Jaalan Logistics

Before the Logistics arm of the AL Division can be established, there are a couple of questions that need to be answered.

First questions are to do with physical assets. While assets can be held by researchers while in use, who will retain custody of them when they are not being used? What about shared assets such as POSes? While the answer could be Eifyr and Co., I foresee problems with getting quick access as for now, Hilen Tukoss is our only point of contact, and he is busy enough as it is.

One of the other options we have is for the capsuleers involved with the logistics division to maintain custody of assets. However this also has the same problem as leaving it with Eifyr and Co. does, as it means that not all the items are available to all members of the logistics division at all times. It also presents a security risk, as a member of the logistics division could decide to take everything they have and run. This also makes it harder to keep track of all assets.

Another option is to have the assets in a single corporation, and have members of the logistics division (or proxies of them ((Read – alts))) become members of the corporation. This would allow for instant access to the entire inventory. While this does still carry the security risk, it allows us migrate it for items of higher value (by restricting access to divisions to trusted personnel). This does however mean that people will have to change corporations, which for many, is not an option. This does though have the added benefit of making it easier to keep track of all our assets.

If you have any other ideas, please share them. I'm sure there are many out there I haven't considered yet.

Assets are to be handled by the research divisions using them until such a time as they determine that they have exhausted their research, at which time the asset will be cataloged by Acquisitions for future research.

For shared assets, the involved research divisions will govern the assets themselves, with oversight from LA.

Security Administration

Proposed Guidelines for consideration (by Gen. Texcoyo)

Purpose and Mission of the L&A Security Offices

• Training: Our goal is to have the best combat training for the security teams that embark into the danger areas by educating on proper ship load-outs, tactics and mission intelligence. Also, to have our non-combat members know how to take defensive measures and tactics to ensure the safety of the mission at hand.
• Battle Administrators: Personnel assigned to L&A:S will review battle reports and circumstances, wither good or bad, on the various engagements that the teams find themselves in, file casualty reports if necessary, and get official debriefs from Fleet commanders on the scene.
• Transparency and EE (Equal Opportunity) Personnel assigned to the L&A:S will not have any bias towards any organization in the cluster. We will respect all parties involved and make decisions based on a neutral, fair basis. No person will be denied positions based on race or organization. Only on character and executing the mission of AJ will someone be measured.

This subdivision is established to facilitate the administration of the security branch and coordinate between the security branch and the other divisions that may need their services. We do not command any branch nor dictate what they do. We just provide admin level support to the combat and mission planning to the security division and other branches as necessary. Each project lead are in charge to what policies they set.

Policies:

SECURITY DIVISION

• -Security Division Fleet Commanders (FC's) provide debriefs of battles, what happened, what went well, what didn't. Enemy threat, and any other relevant information pertaining to the engagement. Write out in eve-mail format, and provide battle summary report if recorded, and send to Texcoyo.
• -Before embarking on a lengthy operation, receive an Intel brief from any L&A:S Member for local threats in that area, and any other useful information to ensure mission success and safety of expedition.

ACQUISITION DIVISION

• -Before embarking on a mission requiring security, eve-mail in advance Texcoyo, or another L&A:S member with the following information: Destination, purpose of mission, route taken, length of expedition, and any Intel you might have on the route or destination. We will then coordinate with Security and plan the mission.

• 'Training: Managing operating procedures of individual division members falls under the purview of that division and its project leads. As such, SEC must train their own members; LA only provides oversight, not direct control.

• Battle Administrators: Debriefs and operation reports are a necessary concept that LA is suited to execute.

• Transparency and Equal Opportunity: Discrimination is something that is not tolerated within the project as a whole. If this needs to be clarified for any one subdivision, there is a broader issue to be addressed.

• Security Division Policies: A bottleneck for security reports is harmful, considering the potential volume of operations. LA will maintain multiple points of contact with SEC, including but not limited to Texcoyo. All reports will be publicly archived on the division page for review.

Intelligence scouting would fall under the purview of Security. Supplemental intelligence can be provided by LA as necessary.

• 'Acquisition Division Policies: LA will aid in the coordination of Acquisitions with divisions of need of additional support in exploration and destruction of ancient defenses. That being the case, LA will also receive operations reports from AQ teams. Only when AQ musters an insufficient force to handle ancient defenses, or there is a hostile capsuleer presence near a site of interest is SEC called in.

The Chief Archivist should draft a proper document for operations report submissions.
