1. Non-existing pages are actually distinguished clearly - Evelopedia dislpays them in red, not in orange color.

2. There is no clear policy / instruction how to create a new page from "Create this page" link and change the spelling/capitalization of the page reference. For example I've created new page "NPC" from "Create this page" link. It used to be listed in the Wanted pages list, so it was easy to add a brief description. The problem is that the page reference-name became automatically "NPC", not "Npc", so I had to create manually redirect page for "Npc" in order to make sure that other contributors could use both conventions NPC|NPC and Npc|NPC.
