I don't know, its not made clear. The path I took was the Tracking the Queen branch, rather than the bag of blood branch. its not clear which is tracking and which is scanning.

Factional Warfare
This is not friendly to factional warfare people. The system that it starts is controlled by the Gallente and their navy will attack players in the Amarr militia (like myself) and Caldari militia.
