Oniya Arkimo is a lvl 2 Cosmos agent (Internal Security Division) for Lai Dai. He is currently located in the Airmia System, at the Grand Crag Watch.

Found at the Contestet Caldari Lai Dai Refinery in the Airmia System.
I found one on a Nugoiehuvi Defender, But the lack of information in the mission description surgests that its a random drop.
