The Federal Intelligence Organization is referred to in the exploration/expedition Terrorist plot, eventually leading to Gallente vessels that can be fired upon, but no standings reduction is issued from the Gallente Federation.
Therefore, either the Federal Intelligence Organization is a previously unknown organisation that works so deep undercover that the Federation itself is unwilling to acknowledge its existance by issuing standings reductions to aggressors, or the Federal Intelligence Office has a covert operations arm, with similar parental opinion by the Federation.
