Where did the Ethnic Relations III come from? Ethnic Relations is certainly not needed in all cases. I just started a vote without it.
It may be that the skills required to start the vote are the same as required to be CEO of the corporation in question (i.e. number of members, diversity of membership). This is not true. The only corp skill I have is Corporation Management I and I have been made CEO of a 50+ member corp with different character races twice.
AFAIK the requirements are:
- A character needs Corporation Management I (or higher) to be selectable as the next CEO
- If no character in the corp has CM I, any member can be chosen.
