Reborn Ethics

What's the ethic implications of transferring a "soul/mind" to e new born life. Is it a robbery of soul to the new born or an enrichement of beeing? In all fictional contexts you may ask WHY. Has ethics modified through religion or by a musthave.
Can a Reborn really become a capsuleer? Why a Reborn has no knowledge from capsuleers before? :)
Does only non-capsuleers could be reborn?

The theme might be nice but implicates problematic issues for understanding. Well, I know it's fiction only. But also fiction should make sense and should have answers for it's implications and side effects. :)
