I just started on a Level II agent with an effective quality of 18 in sec 0.6, yet he is only giving me 47k isk as a reward.  I was getting 200-300k from a level I agent with an effective quality of 28 in rens which is a 0.9 security system.

There should be a huge increase in mission payout, but instead there was a huge decrease.  What's going on?
